This is a pair of programs I made, to give the user the ability to remotely shut down a computer, the server written in VB the client in Java, so you will have to visit http://www.java.com to update to the latest JRE
Then all you have to do is add the winsock component in System32 folder, run it and forward the port you want to use from your router.
You can then run the ShutClient class after installing the JRE by pasting it in C:\ , opening a cmd (Start->Run->Cmd) and writting these lines:

java ShutClient
now, you 've got these commands: shutdown, restart, abort (previous command) and terminate, which closes the server on the pc which is to shutdown.
