Poser is primarily for use with prefabricated meshes. You load your meshes, pose them, add textures for them or use procedural textures in the Materials Room, and then render. It will also do animations. It's great for human figures, but -- if you have the meshes--- you can also do landscapes, interiors, etc. A sky dome and the "micro-cosm" meshes are included for that in Poser 8.
I use Poser 8, but some people prefer Daz Studio 3, which is comparable and the basic version of DazStudio is free. If you want to see what can be done with Poser, check out the Galleries sections at Daz3d.com and Renderosity.com.
Poser 8 comes with a lot of included content, but you can download the better Daz 3d figures and other free stuff at the above two sites.
