I found the following java-based (no installation required - runs inside your Internet Browser) program to create cartoon-like 3D characters in few seconds:

It is really amazing, and I really suggest you to watch the demo video available at the following URL:

For best experience, I suggest you to watch the mentioned video BEFORE trying the app.

It works a bit differently from Teddy, so I suggest you to watch the video too.
The other programs available include Squirrel which allows you to animate the previously-created models in a very original way (watch the video too), and Sweater, which allows putting clothes on the 3D character you have created.
