Pixia is the English version of a popular Japanese painting and retouch software for full color graphics. It supports mask, layer and many other editing functions. You can use your own customized brush tips and even use an image file as a brush tip to create unique effects. Its user-friendly interface is suitable for beginners as well as experts. Pixia supports the most common editing techniques and presents a user friendly interface.

Paint.NET is image and photo manipulation software designed to be used on computers that run Windows XP or 2000. Paint.NET is jointly developed at Washington State University with additional help from Microsoft, and is meant to be a free replacement for the MS Paint software. The program offers a clean and easy to understand interface that includes all common editing tools, as well as clone stamp and various image effects. More advanced users will also appreciate the fact that Paint.NET supports layers with transparency and layer adjustments. Additional features include Red-Eye removal, image resizing, sharpening, multi-level Undo and more.

The GIMP
The Windows version of a popular Linux graphics editor and image manipulation software. It offers a ton of features, including advanced layer support, masks, filters, effects and many other features found in professional graphics programs. Beware however that the interface needs getting used to, and the program has a rather steep learning curve.

Greenfish Painter is a painting program that allows you to paint with virtual brushes, calligraphic pens, charcoal, or chalk instead of the standard pain brushes. The results will look more like a real painting, created with traditional paint tools. Greenfish Painter provides a variety of ready-to-use brush presets (crayon, oil paint, marker, aquarel etc.) which can be customized or (with some effort) you can create your own brush presets. The result can be exported to BMP or JPG format.

Phantasmagoria: transform your images with an arsenal of cool effects
Description: Phantasmagoria is a free image manipulation program that offers a number of potential interventions, ranging from common editing operations (scaling, rotating, cropping, annotation, etc.) to sophisticated effects such as adding background textures, applying color adjustments, distortion and warping, blurring and sharpening, and a number of other effects. It also includes Flickr and Twitter uploading support, as well as the option to receive Twitter messages.

Loomis Faceworx: model a 3D head from two 2D images

Description: Looxis Faceworx is a free 3D modeling program that can construct a textured 3D model of a person?s head out of two 2D photos (one from the front, "mugshot" style, and the other profile style from the side).

With this program you can create a modeled 3D head and then export it as an .OBJ file for use in other 3D modeling software such as Sketchup or Blender. As a starting point you will need two well light photographs of the subject whose head you want to model, and, once imported into Looxis Faceworx, the process will require a degree of manual intervention on your part to best map your subject?s phase/features onto the 3D model. About CinePaint
CinePaint is a deep paint image retouching tool that supports higher color fidelity than ordinary painting tools.

CinePaint is used to retouch feature films and in pro photography. CinePaint opens high fidelity image file formats such as DPX, 16-bit TIFF, and OpenEXR, and conventional formats like JPEG and PNG. It has a flipbook for movie playback of image sequences in RAM. It supports 8-bit, 16-bit and 32-bit color channels, HDR and CMS.

CinePaint is used for motion picture frame-by-frame retouching, dirt removal, wire rig removal, render repair, background plates, and painting 3D model textures. It's been used on many feature films, including The Last Samurai where it was used to add flying arrows.

But also consider Inkscape.

About Inkscape

An Open Source vector graphocs editor, with capabilities similar to Illustrator, CorelDraw or or Xara X, using the W3C standard Scalable Vector Graphics (SVG) file format.

Not exactly a standard image editor, But useful all the same. You can export bitmap from the main menu, then reopen that in another graphics editor to convert to another image file type.

More for the advanced user. But still rather impressive and completely free.

If you like to start your work from scratch, try to grab a free version of Sketchbook Express by Autodesk.

The pro version of the software is a "for sale" product (and more expensive than I think it needs to be, personally - $94.99 through Amazon), but the Express version doesn't seem to be lacking anything and is great for sketching.

It has a very simple, uncluttered interface with radial menus, and lots of customizable tools. It supports layers (although not more than three), however if you save and exit, when you reopen the file the layers will be merged (this does not apparently happen with the pro version).

It's available as OEM software, so if you purchase a piece of equipment, look to see if it's available, it's well worth it.

I'm a fan of the GIMP, personally. I do a lot of work with images, so having the broad range of extensions and high-quality exports really help.
