What I don't quite understand is if one can distribute the codec itself with commercial software. I understand how the codec can be used.

From reading what the doc said...it says u can freely distribute it..with commercial or non commercial products.

However if u use it for different purposes..u have to respect the terms of license...but if u use it "as is" ----Looks to me like ur fine :)

You surely can. For example, DirectX is often redistributed with commercial games even though it's a freeware for windows users...

All you have to do probably is mention that the copyrights of the vorbis codec are reserved by its owners...
