Make GIF Sequence from multiple PNG-Files

Hello,

does anyone know a free (or cheap) program that created an animated GIF file from multiple PNG files. The required frame rate should be 16 frames per second. Especially good would be a link to the software. I appreciate all useful information. Note: The PNG files has already been rendered, so it is not necessary that i can draw images in the software. I need to import it into the software, only.
