Educational Games can be just as fun to create as a standard adventure,
Most people box them selves in with thinking directly of simulation, equation and word based games.
I have never developed a educational game (come to think of it I am still trying to make my very first game *turns red*). I did look into the idea of creating educational software though, I did a topic post "Tower of lost Time" storyline here in the forums which loosely can be considered educational.

Also after a recent visit to the Port Aurthur historical site I realized that it is quite possible to create games that are educational and factual, but retain a sense of a adventurous storyline, being that the historical site is a supposedly haunted convict settlement...
In reality any place of historical value can be used as long as factual references are used to heighten the gaming experience and teach the player about local lore.
